National Energy Customer Framework

The National Energy Customer Framework (NECF) involves the transfer of current state and territory responsibilities to a new national regulatory regime governing the sale and supply of energy to retail customers. It is the final major reform of the national energy market under the Council of Australian Governments Australian Energy Market Agreement.

To ensure a smooth transition for ACT customers and energy businesses, a number of transitional measures and consequential amendments will need to be made to ACT energy legislation.

Timing & Legislation

The NECF legislation was passed in South Australian Parliament and received royal assent on 17 March 2011. The National Energy Retail Law and Rules can be viewed on the Ministerial Council on Energy (MCE) website.

The MCE at its December 2010 meeting agreed for a common commencement date across all participating jurisdictions of 1 July, 2012 to minimise implementation and transitional costs for stakeholders.

The NECF will be applied in the ACT via an application Act.

ACT NECF Information Paper

The ACT NECF Information Paper informs stakeholders on the implementation of the NECF in ACT and provides advice on how and when the ACT Government will implement the NECF.
