Resource Management Fund
The ACT Government is determined to set the standard in resource and energy efficiency and to achieve this has established a $3 million loan fund available to ACT Government agencies. This fund will support targeted action to reduce emissions by agencies under the ACT Government Carbon Neutral component of Weathering the Change Action Plan 2.
Agencies can access the fund to borrow money to implement sustainability projects. Agencies are to repay the loan with the financial savings made from implementing the project. All agencies are required to develop a Resource Management Plan as part of Weathering the Change Action Plan 1. A draft or completed plan will strengthen applications to the Resource Management Fund. Staff of the Environment and Sustainable Development Directorate are available to support agencies to develop their Resource Management Plans.
This fund is available for projects of $10,000 to $500,000* which:
- deliver or enable measurable savings in energy use or reductions in agency greenhouse gas emissions; or
- deliver or enable measurable resource efficiencies (reduce waste, paper and/or use less material, fuel or water) to the agency; or
- deliver innovative technology systems or approaches that demonstrate or enable sustainability or resource efficiencies and improvements; or
- enable or improve data collection or the development of emissions reduction plans; and
- generate sufficient savings to repay the loan amount.
Project possibilities
Following are examples of projects that would be considered under the Resource Management Fund. This is not a comprehensive list; each agency will identify a range of opportunities that are relevant to its operations and situation.
Projects could include:
- engaging a consultant to perform a waste, water or energy audit and implementing the findings;
- improved data collection and monitoring of resource use;
- replacing existing light fittings with energy efficient alternatives;
- installing solar hot water or solar photovoltaic systems;
- introducing cogeneration technology;
- installing rainwater tanks;
- improving heating and cooling equipment;
- upgrading IT equipment;
- replacing inefficient refrigerators or freezers;
- installing recycling systems in offices;
- installing low-flow toilets and water saving devices; or
- introducing an office bike fleet and/or storage facility.
Applications are open to ACT Government agencies only. The fund is administered by the Environment and Sustainable Development Directorate and applications are assessed by a panel of ACT Government staff.

Case Study The Canberra Institute of Technology (CIT) obtained two loans from the Fund, one for solar hot water and the other for reticulating hot water from a co-generation engine. Two solar hot water systems have been installed at the CIT Bruce Campus, on A and H Blocks, to replace the existing mains electricity hot water system. The systems supply hot water to the canteen, café, showers and toilets. The system is estimated to reduce greenhouse gas emissions by 13,064 kg of carbon dioxide annually. An added benefit of the installation of the gas boosted solar hot water system is that CIT will replace all electric cooking appliances in the canteen with gas appliances and further reduce CO2 emissions. The second loan was for reticulating hot water (waste heat) from the cogeneration engine, also on CIT Bruce Campus to provide building heating. |
