Organisation chart

The Director-General of the Environment, Planning and Sustainable Development Directorate, Mr Ben Ponton, is accountable to the Chief Minister, Mr Andrew Barr MLA , the Minister for Environment and Heritage and Minister for Planning and Land Management, Mr Mick Gentleman MLA, the Minister for Climate Change and Sustainability, Mr Shane Rattenbury, and the ACT Public Service Head of Service, Ms Kathy Leigh.

The Director-General is responsible for the administration and business  of the Directorate, and has many powers and responsibilities detailed under legislation that provides the necessary authority, this includes four  divisions, one branch and the following separate entities:

  • Office of the Commissioner for Sustainability and the Environment, headed by, Ms Kate Auty the Commissioner;
  • Internal Audit; and
  • The Government Architect.

The  Director-General is supported by a Deputy Director General and Chief Operating  Officer Mr. Gary Rake, who is responsible for Planning Policy, which  includes the following areas:

  • Planning Delivery
  • Strategic Planning
  • Office of the Surveyor-General
  • Finance and Operational Support
  • Government Services, Communications and Legislation Services.

The Director-General has direct reports from Executive Directors managing the following divisions:

  • Sustainability and Climate Change Division; and
  • Environment Division.

Divisions

EPSD has five  divisions, which are each lead by an Executive Director as follows:

Planning Delivery

The Executive  Director of Planning Delivery, Mr. Brett Phillips, is responsible for the  management, strategic coordination and operational delivery of policy and  programs associated with:

  • Territory Plan;
  • Development Assessment;
  • Lease Administration; and
  • Building Policy.

Strategic Planning

The Executive Director of Strategic Planning, Mr. Tony Carmichael, is responsible for the management,  strategic coordination and operational delivery of policy and programs  associated with:

  • Major Projects and Transport;
  • Planning; and
  • Heritage.

Sustainability and Climate Change

The Executive Director of Sustainability and Climate Change, Mr Stephen Bygrave, is responsible for the management, strategic coordination and  operational delivery of policy and programs associated with:

  • Energy and Waste Policy;
  • Climate Change;
  • Sustainability and Government; and
  • Energy Efficiency Improvement Scheme (EEIS).

Environment

The Executive  Director of Environment, Ms. Annie Lane, is responsible for the management,  strategic coordination and operational delivery of policy and programs  associated with:

  • Nature Conservation Policy, which includes:
    • Natural Environment; and
    • Natural Resource Management.
  • Conservation Research
  • Catchment Management and Water Policy, which includes:
    • Water Policy; and
    • Basin Priority Project
  • Environment Protection Policy

Branch

Finance and Operational Support

The Director of  Finance and Operational Support, Mr. Gary Spencer, is responsible for the  management, strategic coordination and operational delivery of:

  • Strategic Finance;
  • Information Services;
  • Governance;
  • Facilities and Fleet Management; and
  • Human Resources.
